Diplomacy at the End of the World

Earth is collapsing in unto itself, and there is nothing you can do about it. Sure, you can hoard food and toiletries or flee the country in search of shelter that you will never find. But in the end, it's the government who has all the cards to play... 

The world has been ravaged by continually escalating natural disasters: wind storms, droughts, hurricanes, etc. Life can no longer be sustained on earth’s surface– we have to head underground. 

Each player takes the role of an unidentified nation and must collect enough resources to ensure their populations don't starve or die of dehydration.

Each nation can either turn selfish and work to ensure their survival, and their survival alone. OR, more practically, they can risk everything and work with the other players to try and create a collective stockpile of resources, guaranteeing survival for all.
